This is how the state map would appear if the requirement to get out of Red status only when a counties incidence rate falls below 100 per 100,000 population for the last two weeks was removed.

The problem with the current map is that it is making counties that are doing relatively well look worse than counties that are Orange. This is purely because at some time in the past they went Red and had high incidence (greater than 100/100,0000) and haven't got the incidence rate to drop.
